That passage does not tell anyone to illegally remove a clamp. It explains when it is legal - this has been tested several times in court.

No it des not explain anything, the person who wrote it would have to understand the law involved for it to mean anything.
In all case where this action has been recommended the bailiff have been entitled to take action for damage to their goods, and there have been a fair number who have done just that.
I could say it is OK to rob a bank and then come up with some legalise nonsense to justify the statement, it would not make it so,0
