Parking Collection Services but no PCN issued.

On 16th Dec last year my wife and I (both registered drivers) collected my son from his university. I helped him bring his baggage whilst my wife waited in the drivers seat then we swapped whilst she went to his digs to use the loo. At no time was my car left unattended by a driver and at no time was a PCN attached to my car however on 23rd Jan I received a letter from Parking Collection Services saying they were writing on behalf of the creditor (Parking Ticketing Ltd) in relation to an unpaid parking charge (£120). This was the first written communication of any kind I received. This letter stated that "A notice to driver , providing details of the incident, was issued via a Parking Charge Notice (PCN) that was affixed to the vehicle screen". This was absolutely untrue.
I checked Parking Ticketing Ltd's website and entered my vehicle VRN and the reference on the letter and it says the charge is now £150. As we were just leaving a guy, presumably from (Parking Ticketing Ltd) was approaching our vehicle and he took a photo of the back of my car and this and another couple of photos of my car are on their website... surprise surprise no photos of said PCN attached to my screen as was untruthfully stated in the letter from PCS.
I called PCS explaining the above and they said I could email them to contest the charge which I did on 24th Jan but have received no reply.
I would appreciate any advice as I really don't know where I stand with this at all.

Parking Collection Services are the same company as the next letter you will get , from DR+

The letter on the 23rd January would have been the NTK as it arrived between 29 and 56 days after the 16th December. As Parking Ticketing Ltd is a member of the BPA, then POPLA will be available and therefore, PCS have 35 days to respond to your appeal with a POPLA code or a cancellation.
I hope that you haven't named the driver because the £120 claimed by PCS will exceed the amount shown on the car park signs; (and the bogus ticket even if it had been left on your windscreen), and therefore won't comply with requirements of POFA.0 -
Thanks Castle. On the advice of CAB I initially contacted POPLA who stated that because it was over 28 days since the incident, I would not be able to appeal so said that rather than appeal, I should contest as I never received a PCN. Regarding my email to PCS, I stated that "the vehicle was occupied at all times by a driver whilst collecting my son from his halls of residence and at no stage was a PCN attached to the windscreen or any other part of the vehicle." I guess that is kind of naming the driver (either me or my wife) and later in the email I wrote "At no stage did I, as a driver....." Oops0

Can anyone help ? Yesterday evening I got a ticket at Julian's Didcot - despite the fact I had paid for 24hours. Stupidly I lost the ticket so don't have a number.I rang Ringgo who said they were operators only and that tickets were dealt with by Cushman and Wakefield;on ringing C&W they know nothing about any car parks. Any ideas ?0

My key point is that I definitely did not receive a Parking Charge Notice (PCN). Surely if I had have done they would have taken a photo of that on my car. Their letter to me is dishonest.0

You write back saying that the driver refutes the statement that a windscreen PCN was attached and that the NtK sent was outside the 14 day period and, therefore, POFA can not apply.
Industry advice from both the BPA and IPC state that photographic evidence showing PCNs attached to the windscreen and other photographic evidence should be provided and that you demand to see that evidence.0 -
Thanks Guys Dad. I did actually mentioned this in the email I sent them refuting the fact that I received a PCN. I would run round Trafalgar square, swim in the fountains and climb Nelson's column all naked if they are able to show me a photo of the ticket on my vehicle. That would not be a pretty sight but don't worry, as there never was one so I won't have to do that, you'll all be pleased to know.0
