Shoeaholics will not respond nor refund

I ordered three pairs of shoes which were delivered to Doddle. I only received two a pairs in one parcel (whether there was a third separate one, I don't know but I was handed one parcel with two pairs).
Anyway I contacted Shoeaholics to state I had not received the third pair so can the process the refund. I first received an apology for sending the wrong colour shoes... what shoes!!??
Then I was asked for a proof of returns number... how can I return something I did not receive!?
I tried to call, waited on hold for 20mins and they cut me off. :mad:
I am now considering bombarding them with constant emails but that probably wont incline them to resolve this. They are not listed resolver.co.uk or retail adr. How do I find out the relevant 'higher up' people to email?

You may have confused them by immediately asking for a refund as opposed to “Hello, I have 2 out of 3 pairs of shoes. Do you have any idea when the third pair will arrive?” Which would be what, in my opinion, most people would ask in the situation.0
