Water Stopco** - help please

Hi,
My mains water Stopco** is jammed and I can't turn it.
Have tried WD40 to no avail.
I had a water meter fitted a few years ago and will try to post a photo below (not sure if I'm allowed to post photos).
That water meter has what looks like another stopco** tap attached to it. Would this also function as a mains stopco** to turn off all water? Is it okay to use instead of the other one which is jammed?
I guess it wouldn't affect the water meter in any way?

I had the same problem. I managed to free it up by gradually working the tap backwards and forwards using a very large adjustable spanner. I then discovered that it doesn't isolate the whole house, to do that I need to turn the water off at the meter.0

You will also have one out in the street near your property. My plumber tends to use that one instead of the one indoors.For every complex problem there is an answer that is clear, simple and wrong.0 -
Mine has been stiff/jammed for years and now I only use the one by my water meter. It's plastic, rather than brass, and turns pretty easily.0

I will try the one attached to the meter and hope that it turns!
There is one in the street but it's not for an individual property and would turn the street off - also I don't know how to use it or where it is...0
