The issue here does not seem to be whether the deposit should have been protected or not ( it may or may not), but whether it should be repaid and by whom?
That is simple. The tenant paid a deposit to the landlord (directly or via his agent at the time), and can hopefuly prove that (either via a receipt, or a clause in the tenancy agreement).
The landlord must therefore repay that deposit (less any justifiable deductions).
Where the money was or wasn't held, and by whom, during the intervening years, is irrelevant.

If the OP gets no luck from the LL, and if the OP is stuill due to pay a month rent, maybe the OP could withold £200 from the rent payment?
When the LL tries to claim it, the OP could then tell them to take it out of the deposit they are holding.0
