Thankyou, I realised why you said hxxp. This is the document I was referring to as most likely being the difference between my case and the appeal above. It is quite incredible this document wasn’t provided in the other appeal as it’s documented 20140

I suggest you challenge the contract/agreement as I don't think it states how long it runs. You say that you believe it has expired and require the scammers to prove otherwise.
In addition, I would challenge the "no free parking" by saying you believe there is free parking for hotel patrons/visitors, but it has been redactd from the contract.I married my cousin. I had to...I don't have a sister.

After you saying that I have just noticed that it seems to state a couple of lines above the signatures ‘A period commencing on the effective date and expiring after 12 months’
As the document is dated 2014 this contract would definitely be expired0 -
That contract gives the car park site address as Ranelagh place. The site is Brownlow hill/Royal mail street/hawke street. If you were parked on site in Ranelagh place you where in a shop or pub!0

Better still. I had trouble reading any of it so well done for spotting that.
You now have proof that the contract has expired so you require the PCN to be cancelled.

Yes, your comments on the evidence will certainly say that, as posters have done LOADS of times before. It's actually 100% not going to be expired, and will have been extended or include a rolling contract clause to renew, BUT there's no evidence of any of that, and POPLA is an evidence-based appeals service.

And add that the 'contract' from 2014 is so heavily redacted in black, that the details of the agreement are impossible to glean - for example the black redacting might cover up things that exempt this car! For all POPLA know, it could say that the restrictions only apply on certain days of the week, or between certain times of operation, or that all red cars are exempt, or that there is a 45 minute grace period. Who knows?
