No, not that, and nor is this the point where the driver suddenly outs themselves with a bad appeal about what happened and where they parked(!) blowing the carefully laid plans from the earlier appeal.

This is where the keeper wins at POPLA because it's not relevant land...see POPLA Decisions, there's one just like that where Edna Basher helped recently.

Was the PCN Admin Centre document called a 'Notice to Owner' or 'Notice to Keeper'?
