A switch to Ebico zero would have saved all the standing charges
There does not have to be a will. Your father died intestate and the closest family inherit in strict order and will inherit. Wife comes first,, if no wife then sons and daughters equally.
. Funeral costs come first, then the taxman , then any debtors , such as Scottish Power.Then the inheritors.

Aye, SP are a terrible company. Too late for that now, but one could only assume that upon telling a company you no longer live at a property and you don't own it and won't be taking up their services at your new address, that you would not incur fees for a property thats empty and abandoned and owned by a dead man? Otherwise wouldn't everyone be paying the bills at their previous address?

Someone inherited it by default - it would pass to your dads wife or if she had already died to you and any brothers/sisters.

Who authorised the sale of the house?

Who is the executor ?
Who received the proceeds from the estate ?

Contact SP and state you moved out on xx/xx/xxxx and Mr x, as executor of the estate, is responsible from then on. You seem to be making this difficult for yourself.

There are even now incredibly cheap houses available around my area.5 years ago there were some areas where a house could be bought for £1 ! this was featured on an older Top Gear, ( I think it was in Hemsworth West Yorks ). Clarkson even said the estate agents told him there were properties available for nothing..free with some provisos .
Given that the OP could have renounced the ownership by default of a property of little value and big problems which would include full Council Tax every month then there is no law which forces someone to take over anything including property with the outstanding debts or even cost of demolition.
The house could have severe subsidence and was unsafe to live in and need to be demolished.
There are properties on the East Coast near the sea in Yorkshire ,Lincs and Norfolk where the sea is about to reclaim them and not worth a penny.
In this case Scot Power can sing for their money, and so can the council tax for that matter and that will cost a lot more than standing charges .Council tax in my area now charge full price for a vacant property. I paid a full years council tax for my old property when I moved house, plus BG standing charges on gas and electric before I switched to Ebico
