    Criminal culpability aside, theres the issue of civil liability. Such as with foster v maguire. Granted it was a finding of contributory negligence as the cyclist had ample opportunity (around 200m) to see the obstruction and failed to see it until she was 5-10 yards away. But personally I'd just look for somewhere else to park even if it means walking a bit or get to work a bit earlier rather than risk the liability & increased premiums.

    Perhaps they are alleging that parking there puts other road users at risk of injury - which may be entirely true depending on circumstances and would indeed be an offence.

    I know much of the highway code is touted as "guidelines, not law" but when it comes to civil liability....the highway code is the standard expected of a reasonably prudent driver. If you fail to meet that standard then the court would most likely attribute liability for that (whether fully or in part).
