    would have to balance the interests of genuine creditors, debtors, and the efficiency of the court service.

    Would the inference of that comment be that the government thinks some of these creditors are not genuine after all.

    I believe what they meant was, that the rules should not be changed in such a way that allows debtors to avoid their responsibilities by refusing to respond to court papers, or using bogus addresses.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx.
