I celebrated the fact that retailers cannot charge for use of credit cards but now, LBC Express, a delivery company that expats use to send packages to the Philippines, have introduced a 2GBP CASH HANDLING CHARGE? Is that allowed?

If it's actually what it says, a charge for handling cash (i.e.notes and coins) then that would be discriminatory against people not paying by card, cheque or electronically, but I suspect that in fact it's really a payment handling charge.0
