have you terminated your gym membership ?
have you left poor / bad feedback on social media ... face ace ... trip advisor ... ?
have you tried your local papers ?
put pressure on the gym ... as they clearly do not value you and apparently lie to you ....
try the head office if the local manager has spoken to you ... it was the local manager and not the desk jockey ?
good luck ...
do not pay
do not give in ...

Newbie ... just joined ... be patient.
My daughter has had a similar issue. She joined the TF Gym by Goose Green which is walking distance from home. The first time she drove on her way back from school, she did not realise the rules had changed (they used to be ... go use the gym, get a ticket on the way out, use it at the barrier ... nice and simple). She got a PCN. She got a timesheet printout showing she had been at the gym for 51 minutes. Sent this to Smart Parking saying she had a right to park there. SP have upheld the issue of the PCN and fine. We now have a letter with a POPLA Code which runs to tomorrow.
I am going to respond following advice on the MSE Forums. Just need to find the newbie forum with specific advice!

Here is a link to the Newbie section. When you have read, learned and inwardly digested it and you still have questions you are politely asked to start your own thread.0

POPLA codes do NOT run out on day 28. They last 32 days.
This would have been cancelled if you'd come here earlier and used the template first appeal, without saying who was driving. Smart Parking can't hold a registered keeper appellant liable, but that 100% winning appeal point goes out of the window if an appeal is lodged admitting to driving!
Now she's playing catch up and probably blabbed about who parked? HOPE NOT.
