What happened to Chartered Trust?

I had a loan some years back with (I think) Chartered Trust (then part of Standard Chartered), and I'm fairly sure that I would have had PPI. But it was a long time ago - I know that I paid the loan off in 1998 so I have no paperwork (they didn't process the loan closure properly so it nearly cost me my mortgage offer!).
I read somewhere that Black Horse Finance had taken over that part of the business, but they say they have no record of me having a loan and are asking for bank statements / paperwork etc, none of which I have any more.
But I'm not sure that I'm even asking the right people - has anyone had any luck chasing Chartered Trust at all? If so, who owns them now? Or am I wasting my time trying to find the loan records?

Black Horse are the right people, but to keep records for 20 years would be pushing compliance with data protection regulations to breaking point.0

Thanks - at least I know I've tried with the right people!
RBS found a 15 year old loan that I had, so it was worth a try to see what happened to the other loan, and it would have been nice to get something back given the grief I had that nearly cost me my first house!0
