    Interesting, when i log into HX online payment section to see what pictures and info they have i get the following message:
    Unfortunately this Parking Charge Notice is no longer active on our system. If the PCN is unpaid then it will now be with Gladstones Solicitors. Please note you must contact them directly to discuss any matters regarding this Parking Charge.

    I am still within my 14 days since this was issued.

    The party who assisted me and has 2 PCN issued to them are both on their system.

    Take a screenshot and send it to the IPC (who will not help IMHO, but you have to futilely go through the motions, and I don't mean appeal to them, I mean a 'formal complaint' about the PPC) and send a screenshot to David Dunford at the DVLA and ask if IPC members are now allowed not to extend any appeal period whatsoever, within 14 days of a PCN:

    Also ask if the DVLA allows keeper data to be used where a vehicle was not 'parked/left' but was broken down.

    We assume you have a claim by now, or a LBCCC? You can fight this, a registered keeper is not liable in a HX case, if the driver has never been evidenced/admitted.

    Anyway, on pepipoo I've just seen a copy of a HX Notice to Keeper, which is NON-POFA:

    You can spot why, good research for people going to a hearing against HX, where the driver is not admitted or evidenced. This will be mentioned in your WS, assuming your NTK is the same.

    CLUE: the important giveaway paragraph ends with the word 'driver'.
