iam trying to download whatsapp for video calling,iam at the stage where it is asking for credit card or paypal details,do i have to submit these or not.

Whatsapp is free. Where are you downloading it from?
If it's the app store, just skip any request for card details.

thanks i did this it started down loading,now its saying it cannot,there seems to be several versions,the one i have just failed with was whatsapp video call recorder,is this the correct one,i want to download the video version.my phone is a huwei p7 or 8,PLK-L01, ANDROID 6

Are you downloading a scam version? The standard (free) version does video calling as well as messages and audio.

you only need the basic whatsapp app.
other alternatives for video calling are Viber and Duo, both free.
I use Duo and have great results from it.

There is only one version. Those are scam versions.

It is a malware. Go to settings->apps and uninstall it completely. Then download and install it from google playstore. I also suggest you get your phone cleaned up of malware. One way is to back-up your data, factory reset it and then reinstall your previously installed apps from google playstore.
