PCN for Parking at Westfield Disabled Bay

Hello All,
Before explaining my case I would like to thank everyone for their input in this forum. So much useful information so far.

So end of November 2017, we visited Westfield in London, parked in a Disabled bay, and displayed the Blue Badge. When we went back to the car there was a PCN, and the Blue Badge had slipped back to the floor. Immediately I looked for someone to assist and show them that the blue badge was there but I was advised to call for help from the automated paying machines. I spoke with someone through the machine and was advised to appeal through the online process. And so I did the same moment, sending photos of the badge and the ticket details. After a couple of days I followed up and was advised that it got declined (of course). When I asked for details I was told "Unfortunately, your appeal has been rejected and a detailed letter has been sent out Thursday to confirm the rejection and to outline the options available to you." I asked for a digital copy and was told that they do not have access to it and that I will get it through the post. A month later nothing came so I emailed them again. This time the same person send me a PDF version of the letter (the letter he had no access previously) but said that there is nothing else he can do as it is now with debt collection.

The company that issued the ticket and supposivle sent the appeal rejection letter which I never received is:

Now this is with Ultimate Customer Solutions (UCS), the "Debt Collectors" who are asking for £120 for the moment.

I can no longer appeal through IAS, or at least the system does not recognise my PCN reference.

I have emailed Westfield complaining about the situation and I am waiting to hear from them.

Any other advise from your experience will be much appreciated.

    Post four of the Newbies Sticky covers debt collectors in their entirety.

    Your only other option now is to take it up with Westfield themselves but this is maybe best done before you get the NTK, which you should have waited for before appealing.

    you need a landowner or managing agent cancellation asap by citing the Equality Act 2010 at them

    the disabled person had the right to use that bay under the EA2010, and a simple error like this , once brought to their attention, means they must act

    and complain to your local MP too, that usually works wonders with these private companies, including landowners

    +1 top the above advice, you had the right to a reasonable adjustment, and to use the bay (even without a BB on display, due solely to your medical condition).

    With your MP's help, threaten the retail park re disability discrimination.

    This is a scam, pay them nothing.

    MPs are taking a dim view of these PPCs targeting the disabled and such practices may be outlawed by Chistmas, have you watched this?
