Who does NI credits and contributions?

I was wondering if anyone on here knows who is responsible for crediting your national insurance records with credits and contributions?Is it DWP or HMRC?I tried to claim for ESA recently and was denied due to a lack of credits/contributions. after hours on the phone I am none the wiser as to who is responsible.

I am going to get back to them as I believe that I have a case. I was self employed and on maternity allowance in 2014/2015 so I paid 11 weeks national insurance and then went on maternity leave and was credited with 38 weeks Class 1 credits (this should have been 39, strangely enough though it was listed as incapacity pay?!) a total of 1 week shy of contributions//credits needed. (1 day short as the award ran from sun to sat)

I was also self employed for 15/16 all weeks paid class 2s. who do i write to to query this? sigh.

This is all so confusing . Its my first time trying to claim esa, I was also in receipt of the severe disablity element of WTC , so should have automatically been credited with class 1s since 2014. Help....
