Unregulated Loan PPI

Hello all,
I'm just seeking some advice and I hope I can get some help from the forum.
My late Mother took out an unsecured loan back in 1997 with City Mortgage Corporation Limited via a broker called Capital Credit. Both companies are now dissolved. On the loan underwriting sheet there is a figure of £1925 paid to Premier Writers Limited which I have been informed is a PPI Payment. A commission of £1,103.44 paid to Capital Credit is also included.
The current owners of the loan are Manchester Building Society, who are regulated by FCA. Can I file a claim against MBS for the mis-sold PPI and if I can't who is liable?

No. Mis selling complaints need to whoever sold it to you.
You have no one to complain to.0 -
Capital Credit sold the loan so are responsible.
I don't know if the MBS took on the liability, but I very much doubt it.
