    If he is the main driver then what you are doing is illegal on his car. It is classed as fraud and people have been arrested and convicted for fraud for doing this. In the event of a claim then if it came to light not only would the insurer not pay you out but they would sue you for the money they had to pay out to the other party.

    If I'm reading this right, your partner owns a car and wants the insurance on his car to be in your name (in other words, he wants you to insure his car) and put him as a named driver. In this way he can take advantage of your NCD, thus saving money.

    But he isn't saving money in the long term, because he isn't building up his own NCD. How has he insured his car previously? Is there some reason why he can't get insurance in his own name?

    I think the answer has to be a resounding no, as you will be needing to insure your own car shortly, and need to make sure your NCD is used on your car. Let him sort out his own NCD.
