Advice on cold storage system in community hall

OH runs a club which meets weekly on friday nights in a charity owned community hall. The hall is a new build (opened last year) replacing an earlier one and on a new site just across the road from the old one. There is a hall, a kitchen and behind the kitchen a cold store with freezers in. Round about 9pm, fans come on in the cold store and start blowing cold air into the main hall which rapidly gets quite cold despite the central heating on in the hall.
The obvious solution is to turn the fans off, but doing so triggers the hall's alarm systems. OH has spoken to the hall manager about it, and he says he knows nothing about how it works and it isn't a problem for him during the day. He is very 'elf and safety conscious and does not want the alarms triggered in the evening, so he is dragging his heels over sorting it. Meanwhile all the club members on friday nights are complaining about the cold to OH.
Does anyone know about cold storage systems and have any insight into what might actually be happening here? It sounds to me like the cold storage room refrigeration system is on some sort of timer which is venting air out into the main hall in the evening, disregarding it is rented out in the evenings. The whole build was pretty shoddy so I can imagine this is happening.Should it? How do you normally vent cold storage rooms?

Not sure this will be of any help...but.....
Could it be self defrost, timed to come on in the evening? If so could it be delayed a bit?
I would have thought venting would be to the exterior of a building?0 -
