Car insurance for carers

A gentleman I know is thinking that he is no longer able to drive his car so he wants to be able to insure the two carers that care for him, so that they can take him out and do his shopping for him.

But because they aren't UK residents, he's having difficulties finding a car insurance company to accept this risk.

The ladies, originally from Lithuania, alternate 4 weeks on and 4 weeks off living with him. They pay UK tax, but don't have any utility bills in their name so don't seem to be able to be named drivers.

They have EU driving licences. One of them works in the UK for someone else when she's not with this gentleman, so she's in the UK more than she is out of it, but doesn't have UK residency in the form that seems acceptable to most insurance companies.

Does anyone know of an insurance company that will insure these drivers, please?

Two brokers I have tried say they can't get insurance for him because of his age and for the carers because they are not UK residents.

After many hours talking to brokers and insurance companies who wouldn't even consider the carers for insurance, Saga have solved the problem and will accept the carers as named drivers because they pay UK tax and have full EU driving licences.
