Has any one sucessfully defended PCM Parking Charge at Hayes and Harlington Station

Hi Guys,

We have recently received a PCM Parking Charge at Hayes and Harlington Station for driver dropping off at yellow box area, did not wait not more than 5 seconds. Has anyone successfully defended similar ticket and would really appreciate if you guide me the process?

Driver did not realise it was no dropping off zone and really surprised with the ticket..

The parking company is PCM UK Ltd based in Slough office.

    Start by editing your post to remove any information that might imply who was driving.
    Only ever refer to The Driver and The Keeper, who are two different people. ;)

    Next, please confirm the precise name of the parking scammers, as there are several with similar initials. This will determine which appeal template to use from the NEWBIES thread that everyone is asked to read before posting.

    If you recently received the PCN (less than 21 days ago) dispute it AND use the IAS.

    Rare for me to suggest that, as the IAS is not on your side and is considered a kangaroo court.

    I am saying this in your case, because PCM seem to have pulled out and given up in a few IAS cases recently, and it made me wonder if their predatory tactics are under some investigation and so they don't want such 'immediate ticket' cases to be scrutinised.

    You might not win, but that doesn't matter as long as you do NOT agree to use the binding £25 'non-standard' version of IAS. You can then ignore the debt demand letters, and defend any court claim (winnable!).

  • Stopping for a few seconds to drop someone off is not parking by any definition of the word. Therefore PCM have almost certainly broken their KADOE agreement with the DVLA which allows access to keeper details for parking incidents. A complaint should be made.

    Furthermore, POFA cannot be used to make the keeper liable, as it covers parking only. Anyway, the land is probably subject to Byelaws, which makes POFA doubly inapplicable.

    Site is well known. The problem with the site is that the station (subject to byelaws) is closed off so people are dropping off on private land short of National Rail's location.
