    Use the 'OTHER' option. Attach your appeal as a .pdf file. Put a suitable 'Please find attached appeal for ....' (reference numbers of POPLA verification code, PCN number, VRM etc), as hundreds of others before you have done.

    thank you makes sense now I spent ages going through threads trying to find a post to work it out.


    I have now selected the other option rather than the individual reason boxes.


    I have referenced what you have said in your post to put in the box titled, - other - please explain your reasons for appealing box.


    I have also put in the box where it says how does this support your appeal - the PDF attachment explains all the grounds I am appealing on and supporting evidence for the following PCN, POPLA.................

    also sorry if this is dumb but is VRM vehicle registration as I couldn't see this acronym in the newbies thread?

    Yes VRM or VRN is the reg number.

    No need for it to be in the NEWBIES acronyms as it's not specific to parking/court claims/appeals.

    so my appeal to POPLA has been submitted and awaiting for Elite to provide their evidence pack.


    In the meantime I have received a letter today from ZZPS saying that my unpaid PCN has been sent to me because my appeal was rejected and the appeals process is completed (I am guessing they mean the appeal to Elite as POPLA is in progress). They so happened to write the letter on the day I submitted my appeal to POPLA. They are saying that in addition time has elapsed with their client to pay the original amount so have also now added quite a big admin fee too. They have given me 7 days to respond otherwise they will instruct a solicitor adding a further cost.


    now I have read the newbies thread and I know you say to ignore the letters from ZZPS and they are not debt collectors so I am guessing I just ignore this still rather than responding with my appeal is in fact still in progress with POPLA?
    my question is should they be sending this when my POPLA appeal is in progress as I managed to find one post from newbies links/search where it said that its against the code of practice but didn't specifically say which code of practice. Is this against the BPA code of practice and if so should I email the BPA again to complain regarding being sent this as I am still in the appeal process and as you will see from previous posts I have already had to complain to the BPA regarding my appeal not being handled correctly? a lot of the situations in the newbies link/search were mostly people who hadn't appealed as they hadn't received a NTK then received the ZZPS letter which landed on their door step so was unaware of the notice to be able to appeal. This is why i am not sure on the law/BPA code of practice regarding them sending the ZZPS when my POPLA appeal is in progress.


    I am yet to receive a NTK and it is now outside the 56 days. Also I am guessing this letter from ZZPS doesn't count as a NTK as this would come from Elite? Also the letter from ZZPS doesn't have anything to say its a NTK and doesn't have the discount options available or the fact that they are contacting me on account of being the keeper as the driver has not been named which is part of the NTK under POFA act. Please can you confirm that a NTK would come from the parking operator as I couldn't find this in the newbies thread either and that this ZZPS is not counted as a NTK?

    Also interestingly the time of parking is different by a couple of minutes to that on my parking ticket. I know they have to get all information correct to parking ticket from what I have read in the threads and that info on the notice should match correspondance. I have pointed out to POPLA already that Elites online form for appeal did stipulate a slightly different time to that of the time on my ticket even if only by a couple of minutes. Not sure if this will make too much difference to my appeal?

    You should complain to the BPA that the scammers have set debt crawlers on you despite the fact that you are still in the appeals process, which is a breach of the BPA CoP.

    Point out that one MP said that "the British Parking Association is as much use as a multi storey car park in the Gobi desert, and you would like to know what they intend to do about rogue parking companies in order to change the opinions of MPs and the motoring public.

    Also, complain to your MP.

    below is the email I have drafted for the BPA. will be writing to my MPs email shortly as well. please can you advise if you think I have missed anything or if there is anything I should exclude?:






    Further to my previous complaints I am now having further issues with Elite Management (midlands). They have now instructed the ZZPS to chase me for payment with additional charges to the original notice. I have submitted my second stage appeal to POPLA after Elite rejected my initial appeal. I have tracked the progress and POPLA are waiting for Elite to come back with their evidence pack. This breaches your BPA code of practice as they now have a company trying to chase me for payment when I am still in the appeals process.


    ZZPS have stated on their letter that my appeal was rejected and that the appeals process has now ended. This is incorrect as my POPLA appeal is in progress. They have also stated that the time frame has elapsed for the original payment despite me still being in appeal process.


    I would also like to point out that I have not had a notice to keeper from Elite Management (midlands) and they are also outside of the 56 days stated in the strict guidelines of PoFA 2012. The driver has not been named, which as previously stated is my right to do so, but Elite Management (midlands) should still have sent me a Notice to Keeper within 56 days in order to pursue me. Elite management (midlands) are again clearly breaching not only your own code of practice by instructing ZZPS to harass me for payment despite being in the appeals process but also not following the strict rules sent out in the PoFA 2012 to send a notice to keeper before again instructing ZZPS.


    I will also be complaining to my MP with regards to this situation as the unregulated parking industry was discussed by MPs in February 2018.

    I therefore would like to know what action you intend to take with Elite Management (midlands) as it seems that they are being allowed to ignore the BPA code of practice and also the guidelines set out in the PoFA 2012. It is not enough that they come back and say they simply made a mistake or any other excuse. As already outlined they have already made my appeals process difficult by firstly making it difficult to submit my appeal by their online system having issues and getting me to submit my appeal several different times. They then also tried to refuse my appeal on grounds that I declined to name the driver which is my right to do so. Yes, in the end after contacting yourselves they did accept my appeal and sent me a POPLA code on their rejection of my appeal but now they are instructing the ZZPS to chase me for payment despite my POPLA appeal being in progress. I find it unbelievable that whilst I am adhering to the appeals process, Elite Management (midlands) again seem to feel they are above the law and the bodies (BPA) they are members of. They are clearly not being regulated on following the correct processes and they are not adhering to your code of practice whilst I suffer continual harassment from them when I am trying to follow the correct processes outlined.

    This happens fairly regularly. The usual solution is the ppc cancels the ticket so the BPA don't have to take any action.

    I do find it strange that cancelling a ticket negates a breach of the code of practice.

    I don't think that's right. It is a selection of comments made by many MPs throughout the course of the debate in the House of Commons.

    Would be quite a tirade if just one MP had spouted that lot. :D
