Driving fines are not parking tickets, there is no discount for early payment - it is the discount for not going to court.
The process has to be completed within 6 months as the law has determined that that is the time it has to be done in. If you do not complete a speed awareness course as an alternative and have not paid the fine, then the police want the time to send it to court, so that is why if the forwarding of the ticket takes too long or you take too long replying, the offer expires. Without an excuse, court gets very expensive - higher fines and costs of the court to pay.
Nothing special about this - it happens on a regular basis and the system will get the NIP to you if there is one to send. Nothing will happen behind your back (unless you move house and don't update the DVLA).0
