Neighbour's boiler flue

The maisonette next door is having extensive work done to it, as it has recently been bought by a lady who intends to rent it out. She is using a maintenance/letting agency do the work and they've been there for several months.

Yesterday a surveyor who came to my house pointed out that the neighbour's flue is too close to the boundary wall. Apparently it has to be 300mm away from the boundary wall. It's about 60-80mm away.

If I open my front door the fumes blow in. Although I've not opened my window much recently, if I open that it blows in through there too.

He said that it could easily be solved by a flue extension kit.

I've emailed the owner and she said she'd ask the letting agency to respond.

1. How long is a reasonable length of time for the owner to fix this problem.
2. If the letting agency/owner does not do anything about it. Are there any steps I can take to make her do it.

The reason I ask these two questions is because she owns/rents out several properties in the street and is not known for her speediness to deal with things.
