The Hacking Trust actually has a page on their web site telling you how to opt out of their mailings: http://www.thehackingtrust.com/please-remove-me-from-your-mailing-list/If it sticks, force it.

How they have done that I know not. The only people who can explain it are THT, they do appear to be a genuine companyIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -

I think what you actually should have done was to write "not known at this address" on them and stick them back in the letterbox.
That may stop further correspondence.1 -
