Can a solicitor refuse to handle a complaint in writing?

They had no problem communicating with me until they were fired. That's what the charges consist of, communications with me (querying their terms of business, timescales etc.). They didn't ask to speak to her.
Indeed. The solicitor should probably have got written authority (or a phone call) at the outset of the matter enabling you to give instructions on your relative's behalf.
But, you are where you are.
It may be that you do need to get the relative on the phone to move forward with this.
Or perhaps you could go in to visit the solicitor in person, accompanied by your relative?0 -

This. If the relative speaks to them on the phone, you can always be with him/her with the phone on speakerphone so you can hear both sides. (Only speak when requested/authorised by the relative).
If you both visit in person then the solicitor will be able to see that the relative is not responding under duress.0
