Are the utility accounts in your name or the LL's? If yours, they are not his concern. Demand he withdraw his deduction/delay on these.
'New inventory report'. Do you mean he has created a new check-in inventory and dated it from when the tenancy started? that is fraud. Plus irrelevant if you did not sign it.
Or do you mean a check out inspection report? That is routinely done after a tenancy has left.
Yes if the inspection shows damage/dirt to the carpets he can charge for this. Do you dispute or agree that the carpets needed cleaning?

The bills for damage were not on the orginal checkout inventory provided to us. However, the LL provided an updated checkout inventory after we queried the damage (stating they arent on the checkout report). The updated checkout inventory showed the damage which wasnt in the checkout report sent to us.
Once we saw the damage on the cabinet, we can acknowledge it but not at the cost the LL is estimating (its a minor burn of maybe 5 cm length). The additional damage to the wardrobe, we really did not know of it, so it could have happened after we left the property.
In regards to the carpets, the LL first sent the bill and said - Carpets = £0. Now that we challenged the others, he is adding it back in. How can he first say £0 and now say he will charge for it? (there are three small stains in the inventory checkout).

What does the check in inventory state compared to the check out inventory (that can make a huge difference to any charges they try and take)
Do not sign any paperwork that the LL gives You especially if it is a new check in or check out inventory especially without fully reading it first (if You do sign anything it states You accept what is written in whatever it is)Hi, we’ve had to remove your signature. He hasn't held anything, it is still with the deposit.he has held £200 for well over a month, for bills
That in itself doesn't mean it can't be considered, however, you can dispute that it wasn't there when you left and the onus will be on him to prove that it was. He might struggle to do that if it wasn't in the initial report unless he has pictures taken right after you left and states that it was just mistakenly excluded from the initial report. If you agree to the damage, but not the costs, say so. It can then be left to the arbitrator to decide (and nothing will be held re. bills unless the LL can evidence that he was charged for utilities for the time you were still there).0 -

1. The landlord then replied with a new inventory report showing the damage. We still dont agree with the costs. But is the LL OK to do this? Provide a new inventory report which we never saw?
2. The LL also said (now that we disputed it) that he would bill us for cleaning the carpets. Can the LL do this? as the orginal cost was 0 (provided 2 weeks after checkout)
Do you think these are reasonable? It now feels like he will try and keep all £190, even though at the start it was only going to be £190.0
