I would add that a credit "score" means nothing it is just a made up number and isn't seen by lenders, credit history is what counts, OP its unusual that his bank refused does he have his student loan paid into the account?
He could try one of the credit builder cards they would offer a low credit limit and probably an APR of 40% but if he is paying off in full every month that wouldn't be an issue, that would help build some history.

My son is 18 and in his first year at Uni. He applied to HSBC via his student bank account for a credit card. He has no income. He got a £2000 limit on his card and (from memory) £1000 free overdraft on his student bank account.0
