Capital one PPI/Debt advice please

Hello members not sure if this is the correct thread to post on if not I apologise.
I had a Capital One credit card up to 2009 and as far as I'm concerned it is a debt. I basically moved house and area after marriage issues. I've never heard from capital one nor have I made payments until I received a letter from them in 2017 to my new address because I made a PPI claim, the PPI claim was unsuccessful but I was successful in the PPI commission charges which was just under £400.
Now what capital one have done is used that refund against the debt so my question is...
1) Due to no contact with them or payments for over 6 years does the debt become statute barred?
2) Can they offset the claim refund against the debt?
Appreciate any advice.

Statute barred doesn't mean the debt disappears, it means they can't pursue ou through the courts.
The money is still owed and they can take it out of any redress from a successful complaint.Non me fac calcitrare tuum culi0
