Fraudulent use of my address

My sister left an abusive relationship in October and showed up at my door at 1am one morning with her stuff and heavily pregnant.
Her ex partner is using this address and letters are being sent to him here demanding payments from him for things like electricity and gas and car insurance premiums.
When contacting these companies they are not at all helpful and say they can't do anything as the letters are "automatically" sent out.
He also used my sisters name to obtain credit on a motorbike, which has since been obtained from his friend who was keeping it for him and it is now in my garage but we can't do anything with it as it still has credit taken out on it and my sister is left making the monthly repayments.
Is there anyone that we can contact who can actually stop this scumbag from doing this any more?

While that's all you can do, your sister should go to the police as she is a victim of crime. Or not and keep paying, her choice.0
