APCOA PCN for 5 minutes over

Hi,

I've just received a PCN from APCOA for parking at my local hospital. I paid via the app and it started at 11:12. The PCN shows that my car left the large car park (not left the space) at 12:17. They are demanding £30 (£18 if paid within 14 days). Although it's not the biggest amount in the world, I find it a bit cheeky that I'm being "fined" for probably leaving the parking space a minute or 2 after the ticket expired. Any advice please?

Any advice please?

Firstly - are you sure the app transaction went through without problem? Has the money paid appeared on your bank/cc statement? If all that is ok, then:

1. Send the initial appeal (blue text) from the NEWBIES FAQ sticky, post #1. Don’t change or add anything.

2. Complain to PALS (Google it) at the hospital and ask them to get it cancelled.

3. Learn that there is a period of grace of at least 10 minutes that a BPA operator must provide by studying Clause 13 in the BPA Code of Practice - link below.

4. Complain to the BPA that APCOA have flagrantly ignored the requirements placed on them by the CoP - email below.

5. Complain to the DVLA that APCOA have wantonly accessed your data with disregard to the Data Protection Act and their KADOE contract with the DVLA, as they had no ‘reasonable cause’ (use those words) to do so, as the vehicle had left the car park within the grace period mandated by the BPA Code of Practice (attach a copy of the APCOA NtK to show that the vehicle left within 5 minutes) - email below.

Sorry chaps. I contacted them and they cancelled it, apologising profusely and said the camera system must have been at fault. I'll keep the 5 points in mind though in case I end up with something similar-my wife is expecting our first so I'm dreading the issues we may come across in the not too distant future when we go to the same hospital for the birth.

Also, apologies Quentin. I was reading other threads and the advice given was to start your own thread instead of hijacking others-will read sticky for any future queries

Obvious this time the anpr wasn't at fault, you caught them out trying on their scam!

Though a ppc admitting their anpr might be liable to inaccuracies or failure is very rare indeed.

Please still appraise the hospital Pals about this.

And tell the local press.

Many others may be getting caught like this and simply pay the £18 thinking it's cheaper than wasting time fighting it are simply under the impression it's a proper "fine"

I'd still complain to the BPA, DVLA and hospital, otherwise the scam will never be killed off.

You can bet that they sent out lots of 'invoices' that day/week/month, and wouldn't refund anyone who just paid up.
