Moneycorp multi-currency ATMs are also present landside at Stansted and Southend airports. Be sure to select 'Without Conversion' to get the straight MasterCard rate, which also works with Starling Bank and Loot (prepaid) cards. US dollars are also available this way, and other European currencies at Stansted and Gatwick.
The Raphael Bank multi-currency machines at some London stations are no use for this.

You mentioned some time ago the Moneycorp ATMs offer "without conversion" for Starling cards too.
May I ask how sure you are about this?
I've just read this comprehensive thread, which seems to indicate only credit cards and some prepaid cards get the option do "without conversion". Starling is and always was a bank with current account, so their mastercard is a debit card (and not a prepay or charge card etc).

I'm struggling to find any locations in London that otherwise offer Euros without conversion!

Hi Steve - I'm certain that conversion can be declined with both Starling Bank and Monzo debit cards, having used them recently at Stansted. They seem to have some 'credit card' characteristics, perhaps in the interchange fee, that debit cards of 'traditional' banks don't have.You mentioned some time ago the Moneycorp ATMs offer "without conversion" for Starling cards too.

Prepaid cards also have such characteristics, and I remember that one long since defunct prepaid Visa card worked without conversion, so I suspect that a modern Visa credit card also might.

I've used the ATM run by Raphaels Bank inside Piccadilly station. Only with a credit card does this ATM allow to withdraw EUR without DCC.0

I've seen it reported that euros can be drawn directly from a Raphaels Bank ATM with a euro denominated card, but not with a GBP card avoiding the ATM's conversion.
Not being a Londoner I'm unlikely to have the chance to try it, others may, it would be useful for many if confirmed.Evolution, not revolution0 -
Yes it gives you the option to DCC or not. However, this only works when using a credit card. So, I tried a debit card first, no chance, DCC every time, then my Clarity credit card and then I was able to reject DCC.0
