Do switching bonus`s count towards your personal saving allowance

I assume payments like the £250 switching bonus (for a switch to a B current account) do not count as interest payments. Previous threads on this subject concur it is not an interest payment. Therefore it does not count towards the £1000 tax free personal savings allowance and is not included in tax returns. Am I correct?
