Here is the CEL WS and evidence.
They had been writing to the wrong address for a long time. I informed ZZPS when they eventually wrote a letter to my parents address, over 100 days later. I am not sure how the got that infornation, but they could I'd at least offered the driver of the vehicle an option to pay the original £60 charge. We were ordered to to £200 immediately. You need to remove all the unique info in your photo that allows the PPC to identify you!


(And get your forum name changed to something anonymous as already advised)

Of course you have a case, but it's not us who can confirm whether it's a winning one or not - only a Judge will tell you that.

But the pattern CEL follow is to press you right up to the wire, then discontinue. You must keep jumping each hurdle in front of you in order to push them to that position. If you capitulate now, you'll be paying the full amount they're asking for - a totally super-inflated figure that, even if they turned up in court and you lost, the likely figure you'd have to pay would be around £175-£200.

So keep going ......!

I'm finding this unbelievable!

There seem to be four files on that link.
Three of them have a title starting 'Cel Ws and Evidence...'.

On the first page of every one of those files your PCN number and your Court Claim Number are clearly shown.

I've only looked at the first page of those three documents.


The fourth document has a title including your Initial and surname.

Immediately following is a letter to you from CEL.

It contains:

1) your full name
2) your full postal address
3) your vehicle rgistration number
4) you PCN number
5) your court claim number

I didn't bother to look further.

I have read through the statements from CEL over and over again and it is obvious they have read through my defence and are worried about losing, that is why they are offering to drop the case for £100 otherwise they would not show any mercy.
In Para 16 they state that the conditions set out in schedule 4.9 of POFA which deals specifically with notices sent by post after the date of violation were met. They cannot prove they sent me the first one in the allotted time. They cannot provide a signature to prove I received it. They say my old address was provided to them by DVLA and that is where they sent the first letter (NtK) if at all, so why did they send the second one to my parents home, which was in fact the first letter I saw and responded to immediately.
Civil Law Enforcement make lots of mistakes, not sending notices out in allotted time, sending them to wrong addresses, even in these prosecution statements they refer to me as HER in paragraphs 13 and 17. It is obvious that schedule 4.9 of POFA was not met, if it was I would like to see a dated signature proving I received the first notice within the time frame, otherwise I am innocent until they can prove me guilty, surely?
