Planning question- eaves height

Hi
We r looking at single storey rear extension under permitted development. As per the planning guide of council we r allowed 3 metre maximum ridge height.
Our house is bur unique in that between front of house and rear of house there is a 2 height difference (rearnis lower). This is same as neighbouring properties. My question is whether 3m ridge height is measured from rear of house or front if house? If rear what are my options, i cant raise whole garden so is it a simple cause of applying full planning permission rather than being under permitted development.
