Faulty laptop on eBay

I bought a "new - ex display" laptop on ebay in November, paying with PayPal. The seller seemed to be a reputable limited company.
There are several issues with it:
Can anyone suggest what I should do next?
There are several issues with it:
- cannot register the manufacturers warranty as apparently someone else has already done this (suggests it was used more than ex-display)
- fan is incredibly noisy, it runs constantly regardless of CPU load
- DVD burner fails to burn (and subsequently bricks) every CD I have tried to burn after making an horrendous noise
Can anyone suggest what I should do next?

When did these issues present themselves. Neither Paypal or eBay give a warranty with their buyer protection, but if the DVD burner failed on first use (let's say) it would be covered.
EBay offers a 30 day money back guarantee on faulty goods. Paypal offers 180 days.
If you feel the item is SNAD (significantly not as described - as per my example above) then you should open a SNAD on Paypal.
