    not so sure about that , the wording is "reasonable cause" with regard to DVLA/KODOE

    however in a case of wrong VRN , info gained thru lack of training/inferior camera system (or just pure greed), then YES , as the words negligence and reasonable cause cannot be used together

    While I don’t condone a single thing that this guy did, I’m sure that many worse things are going on in PPC world every day, yet the DVLA report none of these to the ICO. It is impossible to believe that of 4.5 million tickets issued in a year, none are as bad (or worse) than this incident!
