The following is my opinion and not not the result of any official information:

Unavailable playlists appear to often be the result of temporary automatic bans by their system. If you're lucky it'll reinstate Watch at 7am tomorrow, if not it could go on for a considerable time.

Various things can cause the bans, such as ignoring the red 'slow down you're going too fast banners'. Those can appear when an internet connection gets interrupted. And it's necessary to stop the playlist and restart it to avoid a ban, though if the banner appears too many times it will still trigger a ban.

Other reasons:
Too many users sharing the same connection and using Watch at the same time.
Running Watch as the morning reset takes place (normally 8am but 7am till the clocks go forward)
Using Watch for too many hours of the day, difficult to do at the moment as they've reduced the number of videos.
Breaking the 'one Watch video at a time rule' also triggers the ban as I found out when a couple of browser and internet glitches caused second Watch videos to open without my realising!

The bans normally reset at 8am or 12 noon depending on when they triggered. Presumably that's 7am and 11am at the moment
