3 year old ticket at my own home

Good morning MSE,
I've traveled through the stickies and have learned a lot about fighting parking charges, however I've not come across anything pertaining specifically to my situation so I thought I better post up.
On Christmas Eve I received a letter from DRP demanding payment for a PCN of £160. It says that they are working on behalf of the creditors (ukcps) so I know I should dispute the charge with them.
This is the first I've heard of this parking charge. When I rang DRP, they explained that the initial charges were sent the cars registered address, which was my precious home.
The unusual circumstances are that the charge is from February 2015, and is for a parking place outside my (then) place of residence, where I had a valid parking pass.

This is the first I've heard of this PCN, I don't recall a windscreen notice and never received a letter through the post, however I spoke to DRP and they said that the PCN was sent the the cars registered address, which was my precious residence. I didn't keep the car long so didn't bother changing the address.

My question is, should I still send a generic dispute letter, alter is to suit my circumstances or should I contact the housing management company directly to complain?

    They clearly did a trace for your address.
    It's amazing how these muppets go to such lengths
    for such a piffling amount.

    UKCPS, once banned by the DVLA for their antics,
    belong to the great IPC/IAS scam, so even if you had
    appealed, you would have been talking to the brain dead
    and still be in the same position.

    DRP are just sewer living timewasters with zero power
    who can do nothing to you despite their silly lies.
    IGNORE DRP ... NEVER CONTACT THEM AGAIN

    Tell them your correct address and deny any debt
    and request full information

    This is because they might issue a county court claim
    to your old address and you would end up with a CCJ

    They will either provide you with the information as
    per the new procedure as of the 1st Oct 2017
    OR ... they will say something stupid like
    "it's now in the debt recovery stage with DRP"

    The latter is rubbish and if they do not provide
    the information they are prime for a whooping
    in court especially as this is residential parking

    You have to wait, come back here for all the
    help you need.

    NEVER EVER CONTACT DRP AGAIN

    PS: YOU WRITE AS KEEPER AND NOT DRIVER

    PPS: You not owe £160, the £60 is only
    a brucy bonus for DRP ... they will not get that
