To answer the original questions if you have to come in to work 10 minutes early that is your start time and you should be paid for it.
What happens if you only come in at the normal start time (i.e. not 10 minutes early?)
Whether you get paid travel time or not will depend on your employer and your contract.
If your contract states that you work in A&B and you are being offered work in C and you will be paid a mileage allowance but not travel time presumably you are able to turn this down and seek to work only in A&B.
