Parking Eye PCN - Registered Keeper Living Overseas

    Finally, I'm just about to submit my POPLA appeal. In the details section, I obviously need to enter my address.

    As per my original appeal to PE, should I enter my permanent overseas address here, or do I need enter my registered keeper's address as per the original PCN?

    Hi All,

    I recently submitted my POPLA appeal, which was based on the following (guided by previous submissions from the forum):

    1. Signage
    2. ParkingEye has not shown that the individual who it is pursuing is in fact liable for the charge.
    3. No standing or authority to form contract with drivers as ParkingEye have no proprietary interest in
    the land.

    I've now received the evidence from PE, and whilst i can make a decent case for a few rebuttals on signage, I'm struggling with the other two.

    For item 2, it appears they have just included details of the car (including the photographs of the car and number plate) and my details as keeper.

    For item 3, they have included a one-page witness statement, confirming the name of the landowner, confirming authorised dates for issuing Parking Charges and signed by the landowner Head of Property.

    Can anyone offer any advice here or point me in the direction of rebuttals for similar evidence?

    Search the forum for POPLA comments landowner contract

    If you lose the POPLA appeal, write and tell PE that you live permanently in the UAE, giving a UAE address for service of documents from then on. Puts your outside of the jurisdiction of the British County Court.
