Acoustic Air Vents / Mechanical Ventilator are they of any use?!

Hi,

We have moved into an old house recently. In the 2 front rooma there is a weird device, check the photo below, apparently it is an acoustic air ventilator, the surveyor advised removing them.

We are on a busy noisy road. Even when the windows are shut it is still a bit noisy. When they are open, its scary, that hasn't really bothered me so far.

We are getting the house painted now and I was just thinking whether to remove them and block the holes like the surveyor suggested or look for a replacement.

If you have ever seen or heard of one please let me know!
