I was hoping to buy some Cryptocurrency and Bitstamp was recommended to me. I went to sign up and there are a lot of documents required.

Is bitstamp safe and effective to use?

Bitstamp are good and professional but hugely backlogged at the moment. They have been around a long time.

You might want to check out coinbase. Higher fees but possibly easier to start with.

Sounds like it's not all Bitstamp's fault. There are comments in the Twitter feed to suggest some high volume spamming which has served to exacerbate their backlog.

all exchanges so far seem reputable before getting "hacked" and loosing coins.

Bitstamp are a bunch of clowns. They are not ready for the big leagues. Coinbase is best.
