PCN received from CE-Service

Today my wife received a PCN through from the CE-Service for when we parked in a car park in Glasgow for a Concert.
The date of the incident was 7 December however the PCN issue date was 21 December (envelope date stamped the same) however never received this through the post until today - 29 December.
Basically the PCN states “we therefore require payment of this PCN in accordance with the parking terms and conditions clearly stated on the signage :
payment not made in accordance with the terms displayed on signage.
Now to be honest I can’t remember what time we entered the car park but payment was made for the 2 hour stay however on trying to leave ithe car park it was horrendous due to traffic congestion which meant we were over the 2 hour stay by 14 minutes.
Does she have grounds for appeal, bearing in mind she wasn’t driving the car albeit is the RK of the vehicle.
I’ve read the small print for this letter also and states it is the driver’s responsibility to pay but that wasn’t her.
Also the fact she has just received this letter today does that mean the 28 days to appeal are now reduced to 13 days?

As above, please read the Sticky thread for NEWBIES, paying very particular attention to the section about Scotland.
Basically, ignore anything and everything you get from the scammers unless haggises fly and they try court. We shall all pay for tickets to watch if that happens.

Where there is doubt we should always ask the OP to confirm.
