Day care

Hi, I don't know if this has been asked before, but does any one know what would happen to the cost of funding carers during the day if my mother-in-law let out my house in England and lived her sister-in-law's in Wales for 6 months? I assume that she would have to be financially reassessed while living at my sister-in-law's and I assume that If she received £500-£600 pm rental income then this will have an impact? My mother-in-law's local authority currently funds around 50% of the cost of day care and her income is around £16,000 net p.a. without any rental income and she has around £10,000 in capital.
