IPC member, sent appeal after NTK but rejected as late

Hi, I'm in the process of appealing a 'driver observed leaving site' parking charge, which was the most expensive trip across the road to the ATM ever. I tried appealing through the shop I visited however they refused to get involved as it's private land and I didn't end up buying during my visit so no receipt.
Anyhow the current timeline is as follows:
1. 30 Sep 2017 - NTD was issued by U-K-C-P-S
2. 02 Nov 2017 - NTK received
3. 20 Nov 2017 - Sent a tweak of the appeal letter as the keeper for IPC members, not identifying the driver
4. 18 Dec 2017 - I then received a rejected appeal letter stating my appeal is late, and they cannot accept it.
5. 20 Dec 2017 - Passed to their debt recovery department
I understand there is a bit of a gap between the the NTK and my appeal (18 days..)... but I also see no reference to the time I have to appeal as NTK?
Anyone know what the next step would be on this / have I somehow missed a step in the appeal process?
Thanks a lot for any help, I had photographs of everything but unfortunately I don't have the necessary forum permissions to post links or images.
Also, as a side note, this company puts IPC and BPA member logos in the footer of their paperwork, but then say in the appeal rejection they use the IPC code of practice - which I followed but is it unusual that they are using both logos?

they are corporate members of both trade bodies but choose to use the IPC AOS for appeals, which are useless and not recommended

come back for more advice if you get an LBC or an MCOL within 6 years

Thanks guys for clarification -- I was thrown off by the rejection for the reason of "late". But I think I get it now, this is not really an appeal but more a challenge on the original fine as we are out of appeal stage by the time the NTK arrives?

IPC members work on the basis that the driver has 21 days to appeal following the windscreen ticket. The keeper has no time left to make an appeal. Right or wrong, it’s the way they operate, but just accept where you are. Even if they gave the keeper time to appeal, your appeal would have been rejected, as would any subsequent appeal to the IAS. So you’re no worse off.
‘Leaving the site’ cases are the most difficult to prove for a PPC and as long as you hold your nerve and put up with the drivel that drops through your letterbox, this is really going nowhere.
While an alleged debt can be pursued through the courts for up to six years, it’s almost six years since the last ‘leaving the site’ case went to court - and it ended badly for the PPC and almost disastrously for their hired-gun solicitor. Read about it here:
