    Was she actually insured, but gave you the wrong policy details? If so, you can pay £4 on https://www.askmid.com to get her insurance details, permitting the vehicle plate is correct and not false. You can then contact the insurer directly.

    The police and council have confirmed they're happy to provide the CCTV and the witness is happy to give a statement to both the police and insurance company, so both of those aren't a problem.

    Hi Sparx, its confirmed she had no insurance, and made a policy number up at the crash site. Unfortunately she is not a British citizen so it is likely she could just disappear if she wanted to I assume

    How have you managed to find out her citizenship, but not her address?
