Badgers causing havoc with our boundary

We've got a very long fence in our garden, a toddler, and a border terrier doggy who likes going next door. The problem is we've got badgers who like to dig under said fence and appear to have a set path through our garden.
We'd originally put loads of quite heavy rocks along the bottom of the fence but this poses no problem to the badgers at all, they just keep digging more holes or digging deeper if I try and block off a hole- quite amazed what the badgers will move weight wise. And our dog is approximately badger sized and uses said hole that the badgers create each night to trot off next door.
I've got no issue with badgers trotting through the garden, just with the fact the dog escapes through their holes under the fence. Any ideas what to do? I've seen badger gates but our dog is small enough to fit through them, also seen suggestion of using 22cm wide pipe but that would be easy for dog to get through too. Not keen on electric fence on account of toddler, and burying heavy wire would be a massive faff on account of how long the fence is. Neighbours are understanding but I'm not sure how long that will remain the case, plus their garden isn't secure so dog could trot off for some distance. Any ideas much appreciated!

I didn't like badgers in the garden, they dug big holes for latrines. Concrete gravel boards & metal rods driven into the ground seemed to deter them. I don't know how well they lasted, we moved about 200 miles, that sorted it.Tall, dark & handsome. Well two out of three ain't bad.0

You need a gate to keep closed during the day when the dog's out, then open it at night when you bring the dog in.A kind word lasts a minute, a skelped erse is sair for a day.0

Is it a long narrow garden? If so you could create some sort over underpass style arrangement so the badgers could get from one side to the other without actually being in your garden. Basically a large pipe that went from the fence one side of the garden to fence the other side (dipping in the middle so you could walk over it).0

The 'man in the pub' who was a farmer says he uses the same electric fence that he uses to keep his cows in, only 12" from the floor .... worth a thought??0
