Natwest Special Concerns team

Hi I am new to posting so sorry if i'm in the wrong place, I'm hoping someone can help me.
I have been having problems with Natwest, where I have made agreement after agreement to repay what started off at £210 arrears on my over draft, first I made an agreement to pay £105 one month the same the following I made the first pyt as agreed but every other day continued to get calls from them, eventually we worked out the agreement was not put in place properly by Natwest and to save arguments I made another agreement by which time they wanted a further 2 pyts of £120 (i can only assume i rec'd charges when they did not set the agreement up) I also advised if this did not get set up correctly I would complain, since then this has repeated itself 3 further times with at least 5 missed calls and txt messages every other day I have now spoken to so many people I have lost count.
Today however I spoke with a man called David who appologised on behalf of Natwest and his collegues and said what I have experienced is a disgrace and he was now refering to special concerns and would sort my account out immediately, I have advised Natwest that I am considering going to the Banking Ombusdman could this have anything to do with it? He was very vague as to what the special concerns team do.
Sorry to go on and I hope I have made sense!
I have so far kept my cool with them, but does any one know what the special concerns team is all about?
